You dont need a union, to band together and make a stand.
Two options abstractors have, in order to keep jobs in the US.
1. Get the stuff offline. Or at least part of it offline. Individuals have sued counties to have their courts taken offline. Its cheaper for counties to take their information offline, than it is for them to go through each document and remove personal information. There have been Identity theft cases where the individuals obtained their personal information through public documents. Once the county is sued, the surrounding counties are quick to react and remove their items as well.
Remember the recorders ARE ELECTED officials. Make it an issue at their election. People are quick to jump on the concept of the privacy of their personal information, from foreigners who are possibly terrorists, accessing their sensitive information. In order to do that, you have to show up at County meetings. Show up at town hall meetings when they are campaigning.
Better yet, run against them.
2. Push your state legislature for standardized certification. The setup could be similiar to that of Appraisers (in ohio) where it requires a mix of exam, college education and hours praticed in the state. (appriasers require 2000 hours over minimun of 2 years in order to become certified in Ohio. ) Appraisers working at the time the regulations were passed were grandfathered in. Few foreigners could work in the state for 2 years, just to get their certification and go back overseas.
Once again, these decisions are controlled by your elected officials such as the Secretary of State.
