Clinton believed that all people were "entitled" to home ownership. Thusly, the regulations and underwriting with Fannie and Freddie were greatly reduced opening the door to people that SHOULDN'T have owned a home.

Fast forward to Bush's lobbying to reign in Freddie and Fannie only to be shot down by Barney Frank and his boyfriend claiming Fannie and Freddie were in stable condition.
