The reason the cities don't have enough revenue is because people have moved out of the cities to the suburbs to escape the confiscatory taxes being levied by the cities...who in turn are raising taxes to cover the loss of revenue, causing more people to leave, resulting in a loss of revenue to the city, which has to raise taxes...
Anybody starting to see a pattern here?
