The land records offices here in Connecticut took the same position until two years ago. They would not allow any method of copying the records other than by their copiers at a charge of $1.00 per page. Two years ago the state enacted a law that said the recorders had to allow the use of portable scanners/digital cameras at a flat rate of $10.00 for all copies made.
