It is usually a state or municipality that requires a surety bond.  This bond is usually statuatory in nature and is in favor of the State only.  A surety bond is like a loan in that the bonding company charges an annual premium for the bond however it is financially guaranteed by you.  If you were have a loss, you have to pay it back.
