Judy, I issue title insurance policies in Connecticut. In most states you have to be licensed by the state to issue policies just like any other insurance agent. In Connectuct only attorney's can issue title insurance policies. I explored the possibility of writing policies out of state, but was informed by the insurance carrier that I was limited to Copnnecticut. Many of the National Title Companies are assuming the function of issuing title policies. It is a cash cow that they do not want to give up. They work with underwriters directly to issue the policies in each state. I am not sure what the arrangement between the two is, but it is almost impossible when assigned a closing to also issue a policy since the title company has already made arrangements for that.
