The short answer to your question is "yes".

You wouldn't have to be a member to be an abstractor; however, one of the goals of the association would be to give you a competitive "edge" over another abstractor who, for whatever reason, isn't a member.

That would be different from a government agency requiring licensure of certain professions, such as lawyers or notaries public.
