I have seen this a few time with the type of research I do, a lot of times in FL or with one type of archiving system. Its just another way for the courthouse to try and make some money. The document is the same thing, just without the watermark.

I cant remember the county or state but I saw one site that was so tight that they would only show the first page of a doc.
